Who I am

I am a senior health policy specialist, with over 30 years of experience in medical practice, public health management and health sector consulting. Senior Advisor to Dedalus Spa  (Florence, Italy) on health informatics in the international scene since 2010, and to EconomistiAssociati Srl (Bologna, Italy) for health sector M&E assignments since the early 1990s. Principal of a consulting firm (Roberto Raggi and Associates, previously Deloitte & Touche Healthcare) providing more than 60 major consulting services to Italy or other EU countries operating private and public clients in (i) health economics (cost effectiveness analysis, cost studies, etc.), (ii) feasibility studies and business plans for health structures and services, (iii) audit programs for local and regional health authorities, (iv) programming and appraisal of primary healthcare and hospital care, and (v) strategic development to private healthcare providers and pharmaceutical companies. Extensive involvement in technical assistance assignments in public health planning and M&E in African and Asia countries on contract with the Italian Ministry of Foreign Affairs (Italian Cooperation) and international organizations (World Bank, WHO). EU-related assignments (carried out in collaboration with EconomistiAssociati or Deloitte Consulting) include (i) an organizational review of EFSA, focusing on the procedures for the examination of authorization dossiers, (ii) the evaluation of information and communication on health and safety at work (for OSHA), (iii) the development of a methodology for the assessing the results of EU-funded projects and programs (for DG SANCO); (iv) the evaluation of the REITOX network (for the European Monitoring Centre for Drugs & Drugs Addiction), (v) the evaluation of EU Joint Action on Synthetic Drugs (for DG JUST), (vi) an assessment of the market of IT services for the healthcare system in Europe (for DG III), (vii) a study on exchange of information at MS level on drugs and drug-related matters (for DG XII), and (viii) a feasibility study concerning the establishment of the European Medicines Agency (for DG III). I hold a MD from the University of Bologna, with postgraduate Specialization in Orthopaedics (Univ. of Bologna) and a second Specialization in Public Health and Hospital Management (Univ. of Modena); postgraduate Diploma in Public Healthcare from the School of Hygiene and Tropical Medicine, University of Liverpool. I also hold a certificate in audit and quality control for ISO. In addition to my native Italian, I speak fluent English and I have a working knowledge of French, Spanish and Portuguese. Presently I have been the country manager in South Africa for Italian Cooperation and the M&E manager in a project involving an observational study and a clinical trial on HIV AIDS and an Active Pharmaceutical Ingredient to fight HIV transmission and to increase ARV efficacy.

I always preferred practicing managerial and economics related matters and issues, searching for links and relations among health care policies, the day by day running of healthcare services and patients or general public costs and service delivery perception.

Those issues fascinated me and anytime I have chance to test myself in studying, planning or implementing new products, services and healthcare related plans I feel fully involved with the tasks and the goals to be reached.
